Negotiations Committee Terms of Reference

Policy

SEAMO shall appoint a Negotiations Preparation Committee from within and from outside the Governing Committee membership to advise Governors on matters related to upcoming negotiation of a new multi-year agreement.

The Terms of Reference for the Negotiations Preparation Committee are attached.

SEAMO Negotiations Preparation Committee
TERMS OF REFERENCE


1. Purpose

The Negotiations Preparation Committee shall:

1.1 Develop, recommend and advise the Governing Committee with respect to:
1.1.1 the framework for negotiations with the Ministry of Health and Long-Term Care, the structure of the negotiating group, the recommended role of the Ontario Medical Association in negotiations, and other matters directly related to negotiation of a multiyear funding agreement;
1.1.2 SEAMO’s interests to be pursued in negotiations with the Ministry.

1.3 Prepare for negotiations by:
1.3.1 developing negotiating positions for consideration by Governors;
1.3.2 providing analysis which may inform negotiations; and,
1.3.3 developing and recommending communication strategies.

2. Responsibilities

The Negotiations Preparation Committee:
2.1 Shall meet at least quarterly;
2.2 Shall report to the Governing Committee at least quarterly;
2.3 May invite the involvement of the Associate Deans, hospital CEO’s and Chiefs of Staff, and others as appropriate.

3. Membership

The Negotiations Preparation Committee comprises:

3.1 two GFT’s who are members of the SEAMO Governing Committee, one of whom shall be recommended by CTAQ,
3.2 three GFT’s who are not members of the SEAMO Governing Committee, two of whom shall be nominated by CTAQ
3.3 the Chief Operating Officer (COO). In the absence of a COO, a member shall be appointed by the CEO.
3.4 The Chief Financial Officer.

4. Chair

The Chair shall be appointed by the Governing Committee and shall be one of the two GFT Governors serving on the Committee
