Rules of Order

Policy

That SEAMO Governing Committee adopt and follow Bourinot’s Rules of Order.

Procedure

1. All business items before at SEAMO Governing will be provided either for information, or for decision.
2. Those business items, or topics requiring decision will be referred to either Resources Committee, Executive Committee, or an Ad-hoc committee for discussion.
3. These committees will conduct a review of the item, and consult broadly as appropriate. Based on the resulting information, analysis and discussion, the committee will bring forward a recommendation in the form of a motion (to adopt, modify, or not adopt the item in question) to SEAMO Governing. This motion must be accompanied by supporting documentation which includes the issue in question, explanation of the issue and analysis, impact on SEAMO and other organizations, and those groups with whom the committee has consulted.
4. Committees are encouraged to acquire administrative support from management through the SEAMO Office.
5. Decisions will be reached by vote.
6. Under “Adoption of Agenda” members will be able to add new business items. The committee to which the item will be referred will be determined at the meeting.
All recommendations (motions) and supporting documentation will be reviewed by the Executive Committee to ensure that they are ready to be presented to the Governing Committee.
