Permeation
POLICY
The desirability of shifts in clinical responsibilities relative to that of non-SEAMO physicians “permeation”, both into SEAMO and out of SEAMO, shall be determined in accordance with the following principles:
1. SEAMO will foster the provision of insured physician services in the Hospitals of SEAMO, i.e., the contractual responsibilities of SEAMO, by SEAMO physicians.
2. The balance of clinical work of SEAMO should foster SEAMO’s responsibilities for primary, secondary and tertiary care:
• Primary care necessary to support the educational programs of the Health Sciences Centre
• Secondary care within Kingston and the immediate surroundings
• Secondary care referred from the broader region necessary to support the educational programs of the Centre
• Secondary care referred from the broader region deemed necessary to the fundamental well being of the Health Sciences Centre, i.e., to maintain the referral base, to foster good will, to provide critical temporary support to our regional health care partners
• Tertiary care referred from the broader region.
3. The Health Sciences Centre will offer to assist the regional hospitals to recruit and retain specialists whenever possible and where such assistance is part of agreements defining responsibilities and without compromising educational programs in the region.
4. Permeation does not automatically result in adjustments to a department’s resources (either upward or downward). The total responsibilities of a department should be considered in determining whether or not there are staffing implications.
